You have a right to peace. The restaurant has to make allowances for kids, SEN, caregivers, etc. and should seat them where they won’t disturb others.
The dogs? If it involves repeated barking, growling, attacking other dogs, then it’s not ok.
Did you speak to staff about either? They should ask the other party to calm the kids/dogs or move them to another table, or ask them to leave, especially if the dogs are causing distress/worry.
