I wonder how a spiv could do that. It’s not like the fit and proper persons test has a great, thorough reputation. If he had funds, he should have been able to pay for what the club owed (how dare they expect money?), but he was unfortunate to have all those companies filing CCJs for unpaid work, Swann expecting money for the ground with impossible ransom strips (that got sorted in no time afterwards) and former players having the tenacity to expect their wages to be paid. Which are all valid reasons for not paying, of course, and not a sign that it was all a sham.
