Are they all full time? Or perhaps they are part time or job share? Adding up to whole time equivalents.
Basing staffing levels purely on the league level isn’t sensible. You also have to cater for the volume of punters you have coming through the door / online orders.
Less staff could lead to loss of income as you can’t meet demand.
