Presumably because the league tries to have rules in place to avoid clubs disappearing mid-season or moving grounds. The last few seasons in the National League have seen a couple of sides fail to complete the season and they would have been keen to avoid that happening again in our case. Of course, why the league would correspond with Swann at this stage is a different matter.
