She wasn’t arrested for praying. If you have a restraining order, you can’t be in a location of proximity to what you’re restrained from, no matter what you’re doing. It’s like football banning orders. A banned fan has to report to the police on matchdays and stay away from the ground by a certain mile radius. If they violate it, they may be arrested, but they wouldn’t be arrested because they were doing a mundane act (let’s say, walking a dog by the ground). It was because they violated a restriction order.
